That is pretty unusual, in that case I would recommend disconnecting the dedicated server from your account, you can install the server using SteamCMD and that way it might work.© Valve Corporation. I case someone stumbles across this in search for an answer: Add -nosteam into the PZ launch options, then run the non steam dedicated server. Make sure all your ports are forwarded and so on, or uPnP is turned on if you can't forward ports. This should open up the server.
